Spec-Up XRefs

A XRef (Spec-Up style) is a construct of the form [[xref: {title} {term}]], where {title} is a tag that identifies the source of the definition that defines {term}.

In a TEv2 context, {title} is considered a scopetag that is defined in the scopes section of the SAF, which specifies the URL of at which the scopedir is located. When it is used as part of an XRef, the {term} in that XRef will be looked up in the default terminology of that [scope]@tev2).
